Others have touched on the subjects of competition and monopoly. The struggle
to get PV into the grid mix is just a small part of the big picture of oil
companies competing to control the global energy sector.

Here's another perspective to the big picture. Electric utilities are required
by federal law to buy alternative fuel vehicles for their fleets. They want
EVs and have the money to buy and lease EVs, but not enough EVs are available
to meet even the mandate so they are forced to buy natural gas vehicles (and
who controls the natural gas resources?). In addition, electric utilities want
their customers to use EVs because utilities have excess capacity at night
that can be sold to charge EVs.

Why no EVs? Because automobile manufacturers don't want to make EVs. But if
people want EVs, why don't automobile companies make EVs? Because the
automobile and the petroleum industries like the status quo. To put it
bluntly, the petroleum industry and its ally, the automobile industry, are
much bigger and much more powerful than the utility industry and they are not
going to give up the transportation sector to electric utilities without a
fight. Big oil fish eats little utility fish.
