Hugh,
Up here in the wetter north east US, we apply a good grade of roof tar
or foundation coating to the in-ground portion of the steel pipe....the tar
extends 2-3" above ground. We cap the top of the pipe and leave the bottom
of the pipe on a solid footer of 2" stone for condensation drainage. We've
never had a rust failure with this method.
