approved disconnects [RE-wrenches]

Hi Michael,

I did my two interties last summer and they didn't require anything like that at all.  They marked the disconnect boxes with a special number that
they use.  The boxes are knife switch type ( 3R), $35 or so, and there was nothing other than that.

They didn't require any place to put the lock, but then this is Southern Humboldt, maybe in Arcata its a bit different.
