approved disconnects [RE-wrenches]

In Vermont that would be OK with our net metering. In NH they allow the utility 
to pull the meter as the disconnect. The utilities argue that the customer will be 
upset if the whole house is shut down instead of just their net metered wind or 
PV system. We all say, so? If you really have to shut down the power to a 
homeowner you better have a valid reason like repairing a line. Harrassment 
is not a valid reason. 

BTW: Has anyone have a confirmed case of a utility locking out a PV or wind 
system disconnect switch during a storm, etc. and not just as a test?

Our experience in Vermont is we have yet to find a confirmed case that 
utilities use them. I put a small nylon tie-wrap on my disconnects so I can tell if 
it was ever used. We are pushing for no disconnects as they are redundant, 
never used and cost money.
