approved disconnects [RE-wrenches]

I think that the recent CEC clarification of grid connection to allow
system interconnection on either side of the customer's electrical meter
opens the door for use of a main disconnect. As an industry, we should
work toward as few disconnects as are needed. The
"separate-manual-lockable-disconnect" rule makes sense only if there are
no existing lockable disconnects, but most PV systems already have one or
two. Southern California Edison does not require a separate additional
switch. SCE (thank you Wayne Gould) agreed that they could always pull
their meter if they ever needed to physically disconnect a net metered PV
system from the grid.
