Net metering agreements - help! [RE-wrenches]

To clear this up,

I am not talking about the main connection when installing a solar electric
system, that went smoothly.  I am talking about the actual electric meter itself.
To get signed up for a time of use "NET" meter, you have to sign up and pay $277.
Thats the delay I am talking about, 4 months and counting!
