Round 2; Wrench-Referrals List [RE-wrenches]

I tend to agree with the sentiment that installing
dealers ("wrenches") ought to be able to access the
list and anyone should be able to post to it.

If someone wanted to start a list called "RE discount
dot.coms", I doubt the wrenches would be falling over
themselves to join or have access to the leads.
