Round 2; Wrench-Referrals List [RE-wrenches]

Alright, it seems like we have a consensus that we want a new list for referrals. 

What we do NOT have a consensus on is who should be allowed access to that list.

Personally, I can't show much leadership on this one. I could go either way. So, unless the most of you can convince the others one way or another, I guess we will need to put it to a vote.

Please spend a little more time hammering this out among yourselves, and if something does not show up as a consensus or large majority, I will put it to a vote.
