Hey Jason,
Yes, you can install the Enpower prior to the storage system. You will just need to leave the Enpower in Manual Bypass mode.

Yeah, I know it's service rated here, but I wanted to make sure it would work functionally. I guess it's no different than a service rated generator ATS in that you can install the ATS without the generator and just have it there for future use.

I don't see why not, I have one I'm experimenting with in my garage now and it passes power through the bus prior to commissioning. I would make sure to add the Eaton BR main breaker in the Enpower at whatever amperage required for a more trustworthy discontent than the relay manual switch. It doesn't come with any breakers.
You could also commission it as a single device, perhaps? The app lets you add devices later.

I have a client building a new house and they are going to add solar and batteries after the certificate of occupancy is issued. I want to get the Smart switch installed as a service disconnect so I don't have to pull the meter later. I assume I can trust use the load side lugs to feed the main distribution panel in the home.
