[RE-wrenches] Microhydro and L-ion

I would think the standard diversion controller setup would work, but 
not sure.  I've been hoping that the Li+ manufacturers would add a relay 
control to their BMS.  Basically when the battery thinks its charged it 
just turns on the dump load.  I don't think the Li+ folks are near that 
far along yet.
