Thanks for all the responses. The people on this list are gold standard. I’ll look into the various monitors.

The batteries are SAFT (now Alcatel) STM-140 flooded NiCads. I don’t know where these people got them, but they were surplus of some sort. They have tested them and culled a few bad ones.

I’m thinking they may have to rely on the mercy and understanding of the Canadian coast guard equivalent of an AHJ. If there are no listed monitors there should be an exemption. Ignorance of SOC is worse for safety than a non-listed battery monitor. But that would be logical, so...
