The issue of off grid power in Florida is fake news misinterpreted from On
Grid Sytems powering a House after s hurricane without a legal transfer
switch . However , it some situations in Florida it is illegal or a major
permit issue not to hook to a city water supply OR have your own well
except for irrigation ( which can illegally be  connected  to your house
without any one knowing ) .
The control over wells or ability to have wells in heavily populated
central and south Florida areas is the real problem . Septic tanks and
their allowance in pulling permits is another problem. NO ONE has to use
Grid Power in Florida . Just don’t pay your bill and see how long the
