In this case the parts probably need to be coated with Vaseline or something
similar to help counteract the salt air environment.
When I have to do it, I heat the Vaseline till it about bubbles then paint
it on with a brush, it gives you a nice thin coat on the terminals, bolts
and connectors, if it is metal coat it.
The disadvantage is that it is a bitch to clean off..... but if you do this
and can put off having to clean them for a few years it might be worth it.
The other problem is they need to be really clean to start with, hard to
stop that stuff after it starts!
He will probably need to make new terminal straps and coat them inside and
out, no simple project.

Sorry, nothing to add, but I do have a specific marine application
that is puzzling.

I have a client in the Caribbean.  He used copper plumbing as battery
interconnects.  He melted tire balancing weights(for the lead) and
dipped squashed ends of the copper pipe to coat.

He is experiencing a rapid growth of bluish-greyish slime on the
battery terminals.  It is growing pretty fast, showing up within
weeks of clean, tight terminals.  He is washing off with distilled
water, it comes off easy.  Grows back quickly....

Any ideas on what to do to counteract this?

One possibly important issue is an open battery enclosure with lots
of salt laden sea air circulating thru the box. Would tightening the
box and fan venting it help at all?
