The actual flow taken will be determined by the nozzle size used and that
limited by friction loss of head in the pipe.  I doubt they would understand
using a larger than allowed pipe with the explanation that the nozzle
restricts flow to 80 gpm and the 4 inch pipe is just to avoid friction. Such
an arrangement would be fair if he can get a gallon figure quoted from the
authority granting a 2 inch pipe.  However they probably don't trust that it
will be nozzled down as that would not be the case in irrigation.

A 2 inch pipe about 700 feet long with 60 feet head would lend itself to a
Harris unit using in the neighborhood of 50 gpm, accepting a 10 foot head
loss to friction in that 2" pipeline. This would produce 200 -225 watts
output with probably 2 nozzle unit between 3/8 and 1/2 inch nozzle size
range.

If you can get them to agree to use a larger pipe and accept 4 nozzles of
that size as flow restriction rather than pipe size, you could more than
double the power produced.  However 200 watts full time is very usable for
an efficiently designed home.  Don Harris could give a closer estimate and
instruction, but unfortunately is not on line yet.
