Of course circuit breakers can be switched under load.  That is precisely
what they are designed to do.  Granted, most fuses aren't designed to be
removed under load, but that has to do with the fuse holder, the voltage,
and breaking the arc.  Most factories and large commercial facilities use
breakers to turn off the lighting every day.  In this application they are
supposed to be "switch rated" and they rarely are but that only applies to
the duty cycle not the ability to interrupt the load.  Maybe that's what you
are referring to.  The minimum AIR (amp interrupting rating) for modern
breakers is 10,000 amps.  Which means that they will survive a 10,000 amp
fault and can be put back into service until they can be replaced.  This has
little application for residential but be assured any style Air Conditioning
style disconnect is load break rated.  Its very purpose is to allow the AC
serviceperson to work on your unit without entering your house to secure the
power.
