Egads! And how many years will it be before he even breaks-even with 
those added costs?

Sounds as if PP&L needs to do _their_ homework and talk to specialists on 
PV grid tie at SMUD (Sacramento Municipal Utilities District). I believe 
their url is:

     www.smud.org

or any other commercial utility which is more accepting of RE power.
