Net Meter / Labor bill. Disconnect [RE-wrenches]

I have a friend that is attempting to legally interface (via some Trace microsines PV) into
the grid. The local utility, Pacific Power & Light is requiring him to pay $500.00 for a
dual metering installation. I am not sure what this is for since it will be a net metering
system. In addition, he will be required to install our old friend, Mr. Lockable Disconnect.
No research of liability insurance increases for his home policy yet... all this for 8, 60
watt PV's... less than 500 watts.
Doesn't seem very green friendly to my thinking.
