I consulted our Code expert on this question, and this is his explanation:

In 2020 NEC and previous code cycles, the N-G bond requirement in the Solar OCPD for supply side taps was a grey area.  In the 2023 NEC, it is clear the Solar OCPD for supply side taps requires the N-G bond.  This mimics the requirement where a building has multiple service OCPD enclosures.
 
If the N-G bond, supply side tap conductors (phase and neutral, no EGC), and GEC are all sized and installed correctly (as if it is a separate service), there should not be any issues.

I’m not familiar with Midnite inverters, but “CA-DC link Overvoltage error“ sounds like a DC issue, so I don’t see how the AC voltage would matter.  If this error is related to AC voltage, maybe the real issue is a faulty neutral connection between the service and utility transformer?
