I had a similar problem with a Tesla Charger and a golf cart battery
charger. Our problems were intermittent. The golf cart charger would balk
on GFCI receptacles, but not 'regular' ones.
Resolution was: we cleaned up all the ground wires, ground rod itself,
clamps, crimps, etc to bright fresh copper, and tightened all ground
terminal screws. Luckily in my case that was all it took. the problems went
away completely.
