[RE-wrenches] charging a 2017 Chevy Volt off-grid

Wrenches,

I've got a new neighbor here living in an off-grid home with a system of mine. She has a 2017 Chevy Volt plug-in hybrid.
It draws 12A on high setting or 8 Amps at 120VAC.
It charges fine off my homes VFX 3524OutBack but on her homes FX 2524 OutBack the charger indicator at the male cord plug end immediately goes Red and won't charge at all. Manufacturers label at the indicator light says it could be a ground problem.
Both the outlet that does operate the charger fine and the one that gives the red signal are GFCI. The GFCI that works is over ten years old while the outlet that won't charge is new if that makes a difference. The new outlet that won't charge operates other loads just fine and I measure 121 VAC with my Fluke.
