[RE-wrenches] Obscure PG&E NEM 3 question for CA Wrenchers

Years ago I had a customer who was dead set against a Smart meter. PGE
fought them, but the customer was insistent. There is a way, but PGE
charged an additional fee to keep the mechanical disc style meter, because
they have to pay an employee meter reader.
    With NEM3, PGE is almost certain to replace the meter with a digital
meter. the transmitter device can be removed or deenergized. under TOU they
have to keep track of Time of day that positive and negative kWh's are
registered.
