HI Glenn,

I have not X%#&*? idea of what the building department is thinking. 
They would take a sign off from a, and I quote here “california licensed professional”  And that is what exactly?
But yes you are correct.

200 amp 208v 3 phase service
2 existing 3kw SMA inverters
this was adding the 3rd. 
Utility was fine with the other two which were added one at a time.  ( 1 per year, this being year 3)
