Thank you Glen and Matt for your ideas. I've forwarded your messages 
to my friend.

The concept of using a grid tie inverter sounds hopeful. The question 
is, "how would we limit the amperage."

It does look  like the DC-DC converters might be pricey. I guess I 
will find out!
