[RE-wrenches] Battery issue

The charge set points were a little low.

Probably not overcharged or under (much). There may possibly have 
been a low battery incident or two. It is my suspicion, but is not 
backed by any testimony to confirm.

The location is inside where it doesn't get extremes of temperature.
