Hi Jason & Jay,

You may try https://www.energytoolbase.com/

They have a modeling program that can be used to optimize solar in a TOU
setting (all types of rate structures).
They are linked up with a database that holds 15 minute metering data for
certain participating utility customers so you can create super accurate
load profiles for your clients.
I am just getting familiar with this program so I don't have direct
experience yet but its worth a giving the free trial a shot.
