[RE-wrenches] Working Space

Looking at risk analysis around safe working conditions, we will not
install any servicable components below 36" this includes gutters. All
servicable components aldo must have at least 36" clear working space in
front of the item not the wall behind it.  Refer to NFPA 70E for arc safety
specs. that do apply
