[RE-wrenches] Fuse servicing 690.16(A) and (B)... again

Hi Wrenches,

Happy post 4th!

My apologies if this has been covered ad-nauseum. But the 2011 NEC 690.16(A) and 690.16(B) sections continue to confuse many in the industry, including designers and equipment manufacturers.

The consensus on 690.16(A) seems to be that touch-safe fuse holders on all source circuits satisfy this requirement. My question is do the integrated plastic fuse-pullers (think SMA sunny boy) satisfy the requirement? For string inverters, I know Chint is replacing all their source circuit fuse holders with the touch-safe type while SMA and AE are sticking with the integrated fuse pullers.

2nd question:  690.16(B) seems to require a load-break disconnect at every combiner box to interrupt current flow. But what about on the re-combiner internal (or external) to a central inverter? Does a DC disconnect on the inverter side of the re-combiner fuses satisfy this? Many including SMA and AE are interpreting this as requiring an external DC disconnect on each circuit on the PV side of each re-combiner fuse. What do you think?
