You may want to look into some of the IREC reports for the technical 
information you'd need to help push for net metering.

That of course is based on the assumption that you're dealing with 
rational people down there. That's actually good news that you're 
looking at net-billing as a starting point-- there are much worse 
options than your utility willing to pay you 20c+/kWh (and that's 
actually a good reason for you to sell whole-house battery-backup 
systems). I'd list them here, but I don't want to give your opponents 
any ideas!

Maybe the RE-Markets list could help, too.
