Jeremy,

I understand that your application wants the wireless communication load to operate at 24VDC with a voltage tolerance of +-4V (15%).  Since your battery bank will operate between voltages larger than +-15%, you will need typically  22-30V/24V  DC/DC converter with max 15% voltage tolerance output, wired between your 24V configured battery bank DC output and your wireless communication load.
Some DC/DC converter OEM suggestions that offer tighter voltage tolerances (0.5 to 1%):

Hello,
I have a client running wireless comm. equipment that he would like to run from a 24vdc battery bank.  Even though it will operate either 12vdc or 24vdc, he would like to maintain 24vdc +/- 4v.  Any ideas out there would be helpfull.
