[RE-wrenches] Fed. 30% grant to businesses

We have had clients receive the grant without the PE stamp (only on
installs under 10 kW so far).  Part of the paperwork was an affidavit that
the system was standard design and met all codes in the jurisdiction.  We
included a wiring diagram.
