disconnect requirements [RE-wrenches]

The PUC in Oregon dropped the requirement for systems w/ AC output of less
than 30A. This only applies to PGE and Pacific Power. The munis and Co-Ops
make their own determination.

I have heard that some utilities have dropped their requirement for a
disconnect (visible break, lockable) to be mounted near the utility meter.
Would somebody let me know if this is the case with the utility you work
with?  We are frequently in the position of educating the service providers
in our region and would like to provide an example of this type of policy,
if it is out there.
