Our experience with a tethered balloon might be summarized as "If it's a 
good wind site, it will be hard to keep a helium balloon in the air" no 
matter how far out you go with the windward lines.  The balloon that we flew 
was a basic inverted teardrop and not aerodynamic.  It wouldn't stay up in 
anything over 12 MPH.  That being said we were able to get a visual impact 
pictorial during the few moments we weren't playing Charlie Brown.
