We've found 3-foot diameter balloons (and helium) at party stores.
With two pieces of fish line (one vertical and one to the windward
side), you can get these balloons up to turbine height. Streamers
every 10 feet will show you where the turbulence drops off, and the
ballon will show you where the turbine will be seen from.
