Last year the New Mexico legislature passed an exemption to all state
and local "Gross Receipts Taxes" - similar but not identical to sales
tax - on solar equipment and labor. It covers all directly related costs
to purchase and install a PV or thermal system. For us as bona fide
solar dealers, this exemption is to be loosely applied - that is, while
we tend to be cautious, the state isn't requiring extensive form-filling
like they do out in California.
Along with a very well-crafted state income tax credit (that wraps
around the soon-to-expire federal credit, raising the cap), the state
under Bill Richardson's watch has moved into the top tier as pro-solar.

I realize each state has different types of business taxes, fuel taxes,
use taxes, sales taxes, property taxes, utility taxes, and taxes on
taxes, but wanted to see if anyone has a state sales tax exemption on
solar system installs. If not, how do you handle sales taxes. For
example, our state has a 5% sales tax on all materials, but not on
labor. As you know, adding $1,400 or more to the price of a solar
system just for sales tax could extend the savings payback many years
if you also have low utility rates. How does this affect your
business??
