NEC Code Handbook [RE-wrenches]

I am trying to understand how the Code is developed.

Actually, I think I have it pretty well understood up to the generation of
the actual Code (the final work product in which the Panels generate the
actual text).

Who/How is the Handbook developed?  It seems that the excerpts and examples
and such that follow the Code in the Handbook have a large degree of
influence on how the AHJ will interpret the Code.

Who controls this process?
