Nick,

This has been a topic of discussion from time to time on the AWEA list 
and, from what I can tell, is an "actual" (as opposed to virtual) thing. 
That doesn't make it worth buying, however.

Unless your friend happens to live in China, has a ton of money and 
isn't concerned about the lower performance of a (any) VAWT, I would 
steer clear.
