Tax incentives for solar water pumping? [RE-wrenches]

I understand that the USDA has a 'cost share' program that will pay 50 
to 90% of a solar water pumping system for agricultural use.  These are 
done through a local USDA 'cost share agent'.  That's all I know about 
it.  this is not part of the section 9006 renewable grant.
