Jeff,
Just as there is a world of difference between a regular electrician and a 
PV installer, so too are small specialist organizations and big orgs with 
lots of money and lobbying power. For example, the IBEW is powerful enough 
to influence the NEC and national and California PV legislation. I'm not 
recommending the IBEW, but it would be nice to have their muscle. The 
Teamsters is another powerful group. I think John Wiles has more influence 
on the NEC than NABCEP could have.
