Ever try to enlist the help of a "regular" electrician to install a solar pv system for you? How about giving them a copy of the NABCEP testing guide and see how well they do. Yes, I also hold a Journeyman Electricians license, but most of the other electricians I have run into are just not interested. Yes, if you tell them where you need a conduit run to an inverter they will do a great job and will meet the code, but most do not want to know what they are hooking up or why.
Unlike any other trade, solar involves many skills and many different installation issues. I just think we need a totally separate group that represents installers unique needs, not some module manufacturer group wanting to lobby for another government contract.
I am sorry to say, but I do not see any real interest from NABCEP or SEIA to address the everyday concerns of the small business solar guy (or gal).
