[RE-wrenches] RE-wrenches Residential ITC question

In spite of the fact that the Emergency Economic Stabilization Act of 2008,  has passed, certain indignant Congress members, in the name of good financial management, are recommending cuts in these "pork" bills added to the bailout. This is because the economy is going into hard times (they still won't call it a recession) and something must be done to help offset all this deficit spending.  
One NPR (Marketplace) announcer called the RE tax credit a "Christmas ornament". The counterpoint was that much of the "pork" was tax credits that were going to benefit "main street" and not "wall street". 
Mama used to tell me, "don't count your chickens before they're hatched".

with no cap on the 30% is effectively immediately or on January 1, 2009?
