Master-metered communities [RE-wrenches]

Hello All,
I'm wondering if anyone has experience to share about doing grid-tie
in a master-metered community. We have a potential customer in a 100-
unit senior community, that is master-metered, i.e one utility meter
for the whole place, and each home having private meters through
which they are billed by the "park". To do grid-tie, the master
account would have to be converted to a net-metered account, and the
customer would need a private bi-directional meter so they could be
billed/credited by the park. I haven't been able yet to get PG&E to
tell me if this is even possible. The park management is also saying
that this would be an impossibly difficult billing arrangement for
them. To my mind, this shouldn't be so hard (but what do I
know. . .?). One, or even 5 or 10, units out of 100 would almost
certainly never make the master meter go backwards, so that shouldn't
need to be changed out. Has this ever been done?
