Another option would be to go to a roofing supplier in your neighborhood and
ask for a lead roof flashing. These can be made custom to address a host of
applications.

Do you have a manufacturer's part number for that
standard electrical roof flashing?
The Oatey No-Calk Vent Stack Roof Flashing with the
rubber collar for 1/2"-1" pipe has a height of 2.25"
or so. 1.5" would be an improvement over this.
