GFP on SDHW pv pump? [RE-wrenches]

This HAS to be the dumbest thing (concerning solar) I've ever heard of. A GFI for a 10 Watt PV module that isn't connected to the house electrical system presents no more potential hazard to anyone than a flue vent or a roofing shingle, and certainly less than a conventional DHW system.

Are they expecting a 16 volt shock hazard, or what?
