So if you are NABCEP you have a protected territory and if you're not NABCEP
then you are an uneducated predator?

The Wrench list does have the locations of installers by state as 
does the NABCEP  web site. Using the NABCEP certified installer 
located in that state should be your first priority. This way the 
potential customer has a direct dialog w/ a designer in the state 
that is knowledgeable  of the various local conditions.
In doing so we also eliminate the potential of predatory out of state 
solar salespeople who claim to install in that location, from taking 
work in one of their dealer's territories!
I agree that updating and sort by state may work but until this 
happens then this is an issue that has to be handled in a way that 
enhances the industry & all of our reputations.
