Outback 3048 with turbo [RE-wrenches]

Hi Keith and Don 
It depends very strong what the mechanical load is
connected to the motor.  Is there a way to unload the
motor? 
At start up you have locked rotor current, which is
deminished as the motor starts to spin.  The locked
rotor current on some of the motors I have worked with
is about 6 times running current.  It is higher for
high efficiency motors. The locked rotor current
varies with motor design.  

Wild guess here, but I would try a reduced voltage
start, with minimum mechanical load. The reduced
voltage can be attained by double contactors and
connecting to both low voltage and high voltage
windings.  See Don's question below.
