We dd a cell job on a 10,000 ft mtn top. The cell guys did the grounding, but 
I was  impressed. Esentially they layed out a grid of bare 4 ga covering the 
entire mtn top (about 50 x 50 ft). All wire crossings were welded and the 
whole grid was anchored and welded to stakes set in the granite. There were no 
allusions about creating any kind of "earth" ground but rather the concept was to 
create a ground "plane"
 
To the best of my knowledge this system is working after 8 years.
