1)
I used to use adjustable legs but found that customers were not interested. 
Its also a big job for the typically larger grid tie. Generally I install fixed 
at an angle favoring summer-spring, peak central ca util rates justify this. 

2)   Depends on the county. Some always require indep engr while others 
accept simple piers-

I install in Fresno, Madera, Mariposa and Tulare Counties
