GFP on SDHW pv pump? [RE-wrenches]

The PV module on the solar fan is most likely an integral part of the 
larger UL listed device.  This would create a listed appliance which is 
not the purview of the inspector.

If the solar panels for the water pumps were part of a complete package 
which is UL listed, it may side step this problem.

But the real problem is uninformed, unreasonable inspectors overstepping 
the bounds of their discretion.
