CFL follow-up [RE-wrenches]

For some reason I decided that since the Home Depot CFLs are Energy Star
rated, they can't be all that bad of a product.  Boy was I wrong.  One out
of 10 bulbs failed right out of the box.  All of the bulbs flicker at start
up.  Even worse, all of the bulbs take about 3 minutes to ramp up to full
output.  Once they are warmed up, the quality of the light is better than it
was a couple years ago, but I wanted to take all the bulbs out 5 minutes
after they were installed.  Maybe if I just turn them on and off a bunch
they will fail early?

I've just learned some interesting CFL facts from LBNL via EBN:
20% reduction in lamp life if on cycle is under 1 hr.
70% reduction in lamp life if on cycle is 15 mins.
85% reduction in lamp life if on cycle is 5 mins. (This brings it close to
incandescent life)
Each switch cycle costs about 6 mins in lamp life.
LBNL suggests that you use CFL's where they will have on cycles of 10 mins
or more.
