GFP on SDHW pv pump? [RE-wrenches]

I have a customer installing SDHW systems with PV powered pumps and the 
inspector is now saying they have to use a GFP on this 10w module when 
installed on a dwelling! If this continues and they adopt the 2008 code 
it would have to be done for all installations. I can't find any 
exceptions in the code to fight this (one would think common sense would 
work). As I see it one of the breaker based GFP's is about the only 
choice and at 0.5A trip point a dead short in a 10W module would only 
occasionally even trip it. Any ideas?
